listing-approval queue applies only where the BRCE toggle marketplace.listing_approval_required (default off)
is on. The automated controls that run at submission are image type, dimension and size validation plus content and image duplicate detection, and they are what most listings pass through without ever reaching this queue.

What is actually waiting on a decision
Merchant onboarding is always reviewed by hand. Listings are not. The listing approval toggle is off by default, so products publish under the automated controls and Efashe enforces by takedown instead. Only merchants whose toggle has been switched on appear in the listing queue.

A hash match is a flag, not a verdict. Two sellers listing the same phone with the manufacturer stock photo will match on image hash and both be legitimate. The queue exists so a person decides, which is why there is no auto-reject.

The last row is the reason this queue exists. Three of the four flags are noise from stock photography. The fourth is a counterfeit seller trying again, and an automated rule tuned to catch it would delist hundreds of honest listings.
