L4 is the one that matters most. Every franc of eMoney a customer holds is backed one for one in the trust account. If that number ever differs, customers cannot all be paid out, which is why a variance there blocks everything else.

All three are in the same 20 minute window as the Airtel circuit breaker. That is a pattern rather than three separate problems, which usually means one compensating entry per agent and a provider reconciliation, not an investigation into three agents.

An armed switch is shown at the top of every operator screen, not buried here. The most common failure with kill switches is forgetting one is on, so the platform makes that hard.
