The exposure cap is a hard stop. Once
RWF 60,000,000 is guaranteed, further approvals are refused until the balance comes down, whatever
an individual employee's limit says.

One person cannot be both
Trying to make Claudine Mukamana the approver as well as the initiator
The platform will not save this. Claudine is already
the initiator. Making her the approver too would mean she signs off her own roster uploads and her own
voucher batches, which is exactly what the approval gate exists to prevent.

If you genuinely have only one person available, add a second user in the
approver role, even a director who logs in rarely. The alternative is not a workaround; it is having
no control at all.

Management actions are limited until the MOU is renewed.
Nothing has been taken away from anyone and no existing loan is affected, but nothing new can start
against a guarantee that has expired.
